The situation of the housing market changes dramatically with each quarter. Political promises, upcoming elections or investment issues shape the changing picture of the real estate market. This was discussed at the Krakow.
The New Challenges of the Housing Market conference organized by the Association of Home Builders took place on April 21 at the Cracow branch of the National Bank of Poland. Architektura&Biznes was a media partner of the event.
How is the housing market changing?
The introduction to the conference was a lecture by Professor Waldemar Rogowski, he drew attention to the current situation from the perspective of credit institutions. The current economic situation, the raising of interest rates, as well as the increase in prices in the real estate market directly translate into a decrease in mortgage lending. Professor Rogowski's lecture was followed by a panel led by Slawomir Mokrzycki. "The housing market in numbers," during which the speakers considered how the promised loan support programs could affect the housing market. Almost all panelists pointed to the problem of the lack of an adequate supply of housing, the leveling of which should be among the biggest challenges in the market.

housing market revival
The next panel dealt with the issue of reviving the housing market. The introductory presentation was given by Professor Mariusz Andrzejewski, who drew attention to the necessary tax changes, the policy of housing construction by smaller municipalities and the need for large cities to create better conditions, citing examples from Scandinavia. The panel focused on the use of REITs (Real Estate Investment Trust), corporate bonds or mortgage bonds and the need for their legal modifications. Part of the discussion was also devoted to the issue of PRSs(Private Rented Sector) and their impact on the behavior of developers in the market.

modular future
The next panel was moderated by A&B editor-in-chief Malgorzata Tomczak, with an introductory presentation by Dr. Ewelina Wozniak-Szpakiewicz of DMD Modular. The session focused on the popularization of modular construction in Poland, and how modules and prefabricated products can compete with traditional construction. It was also pointed out that modular construction is now becoming a Polish export good, appreciated in countries such as Norway and Denmark. It is becoming a potential that can allow to improve housing investments, both public and private.

what does the legal liability of officials look like today?
The last panel dealt with the legal responsibility of officials and administrative bodies in issuing and failing to issue decisions, with an introductory lecture by Dr. Agnieszka Damasiewicz. The debate focused on the problem of proper communication between investors and officials. Attention was also paid to what prerogatives officials have, and what should be done to make cooperation between public and private entities work better.
