After 1989, Poland once again found itself at the starting point. Cheap housing was as non-existent as it was. Successive ideas for solving the housing problem turn out to be worse than the previous ones, and legal loopholes in the existing system are ruthlessly exploited by banks, developers and tenement cleaners. Many citizens are thus coping as best they can, vegetating, cheating and adapting. Almost two million Poles have signed credit agreements. The Housing Plus project, which was greeted with enthusiasm, also turned out to be a pipe dream.
