Architects are speaking out against changes to the Construction Law. More than four thousand people have already signed an online petition against amendments to the law. What could the changes to the law mean?
Amendments to the Construction Law are targeted to take effect on January 1, 2023. The regulatory changes would allow single-family houses to be built on a notification basis, without limitations based on square footage. The biggest controversy is mainly over the expansion of architectural rights. According to the new law, all types of buildings with a volume of up to one thousand cubic meters could be designed not only by architects, but graduates of construction technicians and civil engineers. The architectural community points to the negative consequences of these changes not only for the architectural profession, but also for the Polish space.
The National Council of the Chamber of Architects of the Republic of Poland published its opinion on the amended law in a letter addressed to the Chief Inspector of Construction Supervision. An informal group of architects has launched a media battle to stop the changes being introduced. In addition to creating a petition, which has been signed by more than 4,000 people, the architects have created social media profiles on which they call for the rejection of the amendment to the Construction Law.
[...] as architects, we oppose the unwarranted extension of limited design authorizations in the architectural specialty to individuals who lack knowledge, experience, have not completed the relevant practice and have not passed the exam verifying knowledge and competence in the field of architecture. Such an extension will be the result of the proposed amendment to the regulations - by deleting "homestead development" from the scope limiting existing authorizations, the authors point out in the petition's justification.
