This could be one of the largest developments built under the controversial provisions of the so-called Lex developer. Echo Investment is planning to build an estate in Warsaw's Służewiec Przemysłowy district. The buildings, designed by BBGK Architekci, include apartments for several thousand people.
Mordor changes functions

The investor is planning a housing development between Domaniewska, Wołoska and Postępu streets, in the so-called Mordor area. In a neighborhood dominated by offices and the remnants of industrial plants, Echo Investment wants to erect a residential complex complemented by a school and a park. The school would be built on Konstruktorska Street, and the park along Woloska Street. Public landscaped areas are also planned on Suwak Street. The proposal under the housing speculative law was published by the Warsaw City Hall on March 18, 2021.
Multifunctional housing development

The main element of the submitted development is a large estate for 2,500-2750 residents. Echo Investment has tentatively set the number of apartments at 1,250, with a maximum of 1,600. The proposed buildings would have up to 10 above-ground floors and one underground floor. Building height would reach 34.5 meters. The parameters of building intensity would be up to 3.2. The residential area is planned to be 70 to 77 thousand square meters, the commercial area would be 3-4 thousand meters. Space for more than 1,300 cars and bicycle parking lots are planned at the -1 and ground level. In the complex, the largest number of residential units with an area within 45 square meters are planned. The proposed spatial composition of the development is based on an orthogonal layout laid out parallel to Wolowska Street. The outer lanes of the buildings are to be 10 stories each, and to decrease in the eastern and western directions to 6 stories. This is to allow for the creation of an intimate character in the interiors of the courtyards, and at the same time a metropolitan setting for the outer streets. Local architectural accents are to be dominants located in the corners, whose architecture will be distinct from the repetitive residential buildings.
school and greenery

The developer's announcements also include publicly accessible recreational areas. These are to include a park, small architecture, recreational and sports infrastructure and bicycle paths. The greenery system is to consist of a planned public landscaped area on Wołoska Street, publicly accessible areas with greenery and communication between buildings, and a square near the border of the development with the Empark office complex. These areas are intended to function as both recreational and retention areas and to increase biodiversity.

The entire development is to be accompanied by a new public elementary school at 10 Konstruktorska Street, as required by law. Its concept was prepared by the WWAA office. Its parameters and size are in line with the current MPZP, and the investment itself is to be in line with the current directions of transformation of the immediate area.

against the study and plans
The Study of Conditions and Directions for the Development of Warsaw, passed in 2006, envisaged service development at the site of the planned investment. The maximum height was set at 30 meters (34.5 meters in Echo's plans), and the development intensity at 1.5 (the ratio in the project is 3.2). The share of residential development in the area in the city's plans was not to exceed 40% of the area. In addition to the Study, the area covered by the application is also subject to the provisions of the local plan for the development of Służewiec Przemysłowy in the area of Cybernetyki Street Part I from 2011, detailing the study indicators. In turn, in the area of the announced and planned elementary school and green areas to accompany the residential development, the provisions of the local plan for Służewiec Przemysłowy in the area of Konstruktorska Street apply. The Warsaw City Council adopted the document in 2012.

Comments on the proposal can be submitted until April 8. In writing at the office of the Bureau of Architecture and Spatial Planning of the Office of the City of Warsaw (77/79 Marszałkowska St.), via ePUAP or in the form of a certified electronic signature by e-mail to sekretariat.BAIPP@um.warszawa.pl. The final decision will be made by the Warsaw City Council.
