The Mayor of the City of Giżycko has announced a competition for the position of Architect of the City of Giżycko. His tasks will include, among others, the development, opinion and coordination of projects aimed at ensuring comprehensive, harmonious development of urban space, implementation of spatial planning reform in the municipality and preparation of decisions establishing development conditions.

requirements

essential:

  1. Polish citizenship, subject to Article 11 (2) and (3) of the Law of November 21, 2008 on local government employees (i.e. Journal of Laws of 2022, item 530),
  2. full legal capacity and enjoyment of full public rights,
  3. Master's degree (within the meaning of the regulations on higher education) - the direction of architecture / urban planning or spatial management,
  4. Proficient knowledge of computer software used in office work,
  5. Proficient knowledge of spatial information systems, in particular e-map, geoportoal,
  6. knowledge of GIS software (in particular Qgis),
  7. ability to create spatial data (gml),
  8. knowledge of legislation in the field of:
    a. Law on real estate management,
    b. the Law on Construction Law,
    c. the Law on Monuments,
    d. the Law on spatial planning and development,
    e. knowledge of the implementing regulations, in particular on the general plan, local zoning plans, decisions on the conditions of development and public purpose,
    f. the Law on Municipal Self-Government,
    g. the Law on the Code of Administrative Procedure;
  9. No conviction by a final court sentence for an intentional crime prosecuted by public indictment or an intentional fiscal crime,
  10. health condition allowing employment in the position covered by the subject of the competition,
  11. undisputed reputation.

additional:

  1. possession of registration and active membership in the list of the professional self-government of architects,
  2. at least three years of work experience or at least three years of business activity of a nature consistent with the requirements of the position,
  3. knowledge of software related to the architectural profession (CAD, graphics),
  4. knowledge of issues related to the history of architecture and urban development of Giżycko,
  5. ability to prepare spatial and urban planning analyses based on GIS software,
  6. experience in public administration,
  7. Personal qualities: responsibility, conscientiousness, high personal culture, availability, activity, organizational sense, ability to work under time pressure, resistance to stress, creativity.

scope of tasks performed on the position

  1. development, opinion, coordination of projects aimed at ensuring comprehensive, harmonious development of urban space, carried out by the City of Giżycko represented by the competent units of the Office and municipal organizational units,
  2. implementation of the tasks of the Municipality and the Mayor, resulting from the provisions of the Law on Spatial Planning and Development, taking into account sustainable development, environmental protection and the needs of residents.
  3. Implementation of spatial planning reform in the Municipality by:
    a. coordinating the activities (possibly developing) of the municipality's general plan.
    b. increasing community participation in the spatial planning process by organizing various forms of public consultation, transparent procedures and active involvement of residents.
    c. integrating modern technologies and digital tools in the process of planning and management of urban space.
  4. Preparing decisions establishing development conditions and public purpose,
  5. undertaking activities aimed at improving the quality of spatial solutions by initiating / giving opinions / developing:
    a. urban planning analyses and functional-spatial concepts, as well as issuing architectural and urban planning opinions for the needs of the City,
    b. spatial development plans,
    c. development and land use conditions and building permits for selected projects of significant importance to the City (indicated by the Mayor), including participation in negotiations with investors;
  6. setting guidelines for the implementation of projects aimed at ensuring harmonious development of the architecture of urban space,
  7. initiating dialogue and seeking the best solutions for conflict / strategic areas in the development of urban space,
  8. Coordinating the work of promotion and preparation of the investment offer of the City, cooperation with institutions and agencies responsible for economic development, cooperation in the field of spatial-architectural issues,
  9. Supervision of tasks related to the City's spatial policy, its development, land revitalization and the condition of municipal property, including thematic zones of public space intended for residents and social groups,
  10. Coordinating activities and giving opinions on solutions for preserving the aesthetic, artistic and utilitarian qualities of the City,
  11. conducting and supervising forms of education and information in the field of architecture and public space of the City in the media and organizational units of the City,
  12. Representing the Mayor and ongoing cooperation with professional organizations and associations of architects,
  13. cooperation with other local government units in the development of the transportation system and other public space issues.

recruitment procedure

After reviewing the documents, candidates who are qualified for the second stage of the proceedings will be informed by phone about the date and place of the interview. The final stage of the recruitment procedure includes individual interviews with the Mayor of the City of Giżycko of the candidate or candidates who obtained the highest marks in the previous stages of the procedure.
